Listing Error in Sandbox: PayPal not allowed

When I'm trying to list this item, I get the message below. Can you provide some insight as to why I'm getting this and how to resolve?

This could be due to configuration issues with your Sandbox account. This error can occur if the registration address for the user is not correct or if the user is not set as ID verified.

Make sure that the registration address for your Sandbox user is valid. If the problem persists contact DTS to have your Sandbox user ID verified.
