I've indicated that I want my payments to route through my secondary PayPal email address, but the payments still get routed through to my primary PayPal email address.  Why is this happening?

Currently there is no support for PayPal secondary email addresses to receive payments. Only the primary email address on the PayPal account can receive payments.
