Detailed Description
LeadGeneration listing type is only available for selected Categories.
You need to check GetCategoryFeatures API to find out if LeadGeneration listing type is supported for a given CategoryID.

If the <AdFormatEnabled> flag is returned and its value is set to ClassifiedAdEnabled in the <Category></Category>container for the given CategoryID, then the listing can be added as LeadGeneration ListingType in that Category as below.
NOTE. You must specify ListingSubtype2 when ListingType is set to LeadGeneration in your AddItem request.
